Shape tools are designed to create vector shapes on a separate vector layer. You can highlight the boundaries of vector shapes by tracing a colored outline around them. The outline will be added to all the shapes on the selected shape layer.
The outline settings are displayed by clicking the icon next to the name of the selected shape layer or by pressing in the Tool Options panel and switching to the Stroke tab.
